Powys County Council proposes to make the above Order, the effect of which will be to close that length of road in the Town of Builth Wells specified in column (1) of the Schedule below to vehicles of all classes (subject to the undermentioned exceptions) on that day and between those hours specified in column (2) of the said Schedule in connection with the ceremonial start of the Nicky Grist Stages Motor Car Rally.

The Order will contain exceptions permitting access in the affected lengths of road by:

(i) ambulances and vehicles used by doctors, the police, the fire service and statutory undertakers in the event of an emergency;

(ii) vehicles being used by the organisers of the said Event and by other persons acting with their permission and

(iii) vehicles being used by residents of properties adjoining the closed lengths of road or by visitors to those properties for the purposes of access to and egress from those properties subject to the requirements of the Event organisers for ensuring the safe movement of such vehicles.

The draft Order and plan may be inspected during normal opening hours at the Post Office situate at High Street, Builth Wells

The whole length from its junction with A483 trunk road
(High Street) to its junction with the A483 trunk road
(The Strand).

Draft Order

WHEREAS The County Council of Powys is empowered by Section 16A of the Road Traffic Regulation Act 1984 (‘The Act’) from time to time to make Orders for the length of road in Builth Wells described in column 1 of the Schedule hereto to be observed by pedestrian, equestrian and vehicular traffic and for preventing the obstruction of streets in all times of public processions, rejoicings or illuminations and in any case when the streets are thronged or liable to be obstructed.

AND WHEREAS between 06.00 and 19.00, on Saturday 13 th July 2024 it is proposed to hold a ceremonial start and midday servicing to the ‘Nicky Grist Stages’ motor car rally in the said Town of Builth Wells.

AND WHEREAS after consulting with the police and the fire service it is concluded that it is necessary in order that the said start to the motor car rally may take place to implement certain temporary traffic management measures in the length of road described in Column 1 of the said Schedule on the day and between the hours specified in Column 2 of that Schedule.

NOW THEREFORE the Council in pursuance of its powers in that behalf conferred by the said Section 16A of the 1984 Act hereby makes the following
Order:-

1 (a) Subject to the proviso hereto that length of road in the Town of Builth Wells appearing in column (1) of the Schedule hereto shall be closed to vehicles of all classes and description during the period of closure specified in column (2) of the said Schedule and no such vehicle as aforesaid shall enter wait leave or pass along or over the said streets during the said period of closure

(b) Provided that this Order shall not operate so as to prevent:-

(i) vehicles belonging to the organisers of the said event or other persons authorised by them from entering waiting leaving or passing along or over the streets specified in column (1) of the Schedule hereto during the said period so far as it is reasonably necessary in connection with the said event.

(ii) ambulances and vehicles used by or on behalf of doctors the police the fire service and statutory undertakers from entering waiting leaving or passing along or over any of the streets appearing in column (1) of the Schedule hereto during the said period of closure in the event of an emergency

(iii) vehicles being used by residents of properties adjoining the closed lengths of road or by visitors to those properties for the purposes of access to and egress from those properties subject to the requirements of the Event organisers for ensuring the safe movement of such vehicles.

This Order may be cited as The County of Powys, (Motor Car Rally – Ceremonial Start & Midday Servicing), (C0217, Strand Street, Builth Wells)
(Temporary Road Closure) Order 2024.

Length of Road in the Town of Builth Wells Period of Closure That length of the County Classified C0217, (Strand Street), which extends from its junction with the A483 trunk road (High Street) at the old HSBC Bank to its junction with the A483 trunk road (The Strand) opposite the War Memorial.
